Tag users in internal comments (and maybe external too)

Quite often the person working on a ticket has a question for another team member that they need answering before they can continue, it would be good to tag someone on a ticket comment with the question, so they get a notification. As I find these are getting missed.

I second this - we very often struggle to @ folks in our tickets. Unfortunately, we let support work sit far too long because of this.
