Can't set timer start time from midnight up to 1 AM

When I try to set a timer start time to anything from midnight up to 1:00 AM, it gets converted automatically to PM.
00 AM becomes 12:00 PM
30 AM becomes 12:30 PM
59 AM becomes 12:59 PM
00 AM stays 1:00 AM
