Expenses: add mileage tracking

I would like to add mileage as an expense I can track.

1.) Would be amazing to be able to create a "mileage task" as part of a project template.
2.) Bonus if it could prompt/require a mile entry before changing the task to 'done'
3.) Have these miles show up on project/client/and account-level reports.
4.) Double bonus if we could assign a $ per mile value that also populated in the project/client/account-level mileage reports.
